Roster-building is everything in the National Football League.
Good teams can compete for a year or two, but great teams find ways to be consistent and sustainable over time.
Of course, there’s always an exception to that rule, with teams underspending and overachieving and other teams finding ways to stay competitive despite being in a tough spot, salary cap-wise.
Considering that, salary cap expert Jason Fitzgerald from Over The Cap ranked all 32 NFL teams in terms of how much money they have allotted to their offense (via Dov Kleiman).

Unsurprisingly, the Pittsburgh Steelers have the least expensive offense in the game, followed by the young Green Bay Packers and the new-look Los Angeles Chargers.
The Chargers had to shed plenty of money off their books, and the Packers feature most players still on their rookie deals.
As for the Steelers, adding Justin Fields and Russell Wilson lowered that number.
When it comes to the most expensive, we find the Denver Broncos, Kansas City Chiefs, Dallas Cowboys, and Los Angeles Rams from 5-2.
Notably, the Cleveland Browns hold the most expensive offense in the game right now at a whopping $188.8 million.
Needless to say, a lot of that has to do with Deshaun Watson and his fully guaranteed $230 million contract.
The Chiefs seem to be the only team who has made the most of their expensive offense, and that should be a bit of a blueprint for other teams around the league.
