Orlovsky called Harbaugh “the best quarterback developer we have in the game,” giving him this nod over Bill Belichick.

Belichick is, and will always be tied to the success of Tom Brady.
There are still debates about which one of the duo was better, and who was responsible for who when it came to their playoff success.
While this debate remains, Orlovsky is confident that Harbaugh is a better developer, and could be a big help for Herbert.
Herbert won the Offensive Rookie of the Year award in 2020, a sign that he has a high ceiling in the NFL.
He is known to have a huge arm and a lot of potential, and if Harbaugh can help unlock that, he could put together a massive year in 2024 and be viewed as one of the NFL’s best quarterbacks.
